They are added after the hull is constructed, they are through bolted with 5200, very difficult to get off.

However, the transom is designed for it, with a full transom and gunwale cap that goes all the way around. You 23 has the transom cut down to mount the engines, there would be significant work that would be needed to strengthen the transom, you would want to fill with with structure the cutout and then finish the top with a gunwale cap, Regulator uses that for fish boxes, I know of an Ocean Master that this was done this way,they added almost two feet to the hull not including the bracket.

I am not sure how practical this would be.
